DHCD Releases HomeBASE Documents as the Program is Launched

As we all know, the new HomeBASE program was implemented on August 1^st. In late July, DHCD sent a series of documents discussing how HomeBASE will generally work.

These documents detailed which families will be targeted with HomeBASE. According to DHCD, targeting is necessary due to the enormous amount of families in the system and limited funding for the program. Families entering the system at the front door will be given priority along with families who are residing in units through flex funds that will be expiring. Families residing in shelter who are over the age of 21 (families under the age of 21 are considered a secondary priority) and then families in motels will be served. Recognizing that rehousing families in EA is important, DHCD projects that 190 families should be rehoused statewide every month. To meet this goal, each administering agency should generally house a percentage of that 190 based on the amount of shelters in their region. See the info below to find the document which explains this further. DHCD has notified the administering agencies to coordinate re-housing efforts with shelters in their area.

In order to reduce confusion for families in shelters and motels, DHCD has sent documents in English and Spanish explaining that they may not be able to access HomeBASE right away. Please share these documents with all families in shelter and motels. “Families in shelter will be directed to their shelter case manager if they have further questions, and families in motels will be directed to contact For Families or DHCD.” DHCD has made it clear that this is not a “first-come, first-served program,” and there will be no waiting lists.
